CCPA Sponsors Scholarship
The John J. Flood Scholarship Program Assists Area Youngsters


The John J. Flood Scholarship Program was initiated in 1994 to assist the deserving sons and daughters of the ethnic and fraternal police societies in the Chicago area as they strive to achieve their long range goals in life.

Since 1994, quarterly scholarships have been presented to members of the Emerald Society of Illinois, representing police officers of Irish descent; the Polish American Police Association (P.A.P.A.); the Shomrim Society, comprised of law enforcement officers of the Jewish heritage; the German-American Police Association; and the Italian-American Police Association (I.A.P.A.).

The scholarship award program was inspired by John J. Flood, President and founder of the Combined Counties Police Association who was honored as the 1994 Emerald Society Police Officer of the Year. Mr. Flood was instrumental in the founding of the Pipes and Drums of the Emerald Society in 1982.

Over the years the 75-member band has won numerous awards for pageantry and style. Each year the band marches proudly down Dearborn Street during the annual St. Patrick’s Day Parade. Members perform at various police memorials, retirement dinners, and the funerals of fallen comrades across the city and state.

The Combined Counties Police Association actively supports the hard work and dedication of each of the ethnic fraternal societies representing police officers in Northeast Illinois.
